We know very little about the arrangements

for the Private Secretary in Ceylon, because he is

personally appointed by the Governor, who, I presume,

can arrange his Private Secretary's leave as he

wishes, and make such acting arrangements as may be

convenient, provided the total provision in the

Estimates is not exceeded. I have noticed that the

0.A.G. usually appoints an officer in the Ceylon

Service to be his Private Secretary, but whether this

officer receives any additional pay I do not know.

Presumably not unless some private arrangement is made

with the substantive Governor.
